Armstrong hits Marsh the hardest at 20% per paycheck, due on the 15th of each month. If a payment is missed, wage garnishment will be enacted.

Langford, who owes much less than Marsh will be required to pay back 12.5% per-pay period.

The New Jersey Office of Government Integrity staffer, Ronald Epstein took a cheap shot today when he tried to inject a criminal intent allegation in today's hearing.

This is an unfounded allegation which has never been raised nor substantiated ... Just a political cheap shot. He was probably on "political" orders from Trenton to take this uncalled for cheap shot.

Epstein also basically confirmed the state's belief that Langford will be the next Mayor of Atlantic City. One out of two ain't bad ... at least they got this point correct.

Armstrong was fair and reasonable today ... but, saved her harshest criticism for Marsh. You can tell that Marsh is no longer a protected political figure.

Langford has already paid back substantial thousands of dollars and has developed a plan to pay all of it back within a reasonable time frame.

Still to be decided ... How about the hundreds of thousands of dollars paid in federal and state taxes and several attorney's.

The long arm of the New Jersey Supreme Court seems to only feel that Marsh and Langford are responsible for the entire

$ 850,000.

This is not fair.

Addendum:

Here are the relevant facts from today's hearing:

1. Mayor Langford has been ordered to comply with a re-payment schedule as follows:

$350.00 per month....payable on the 15th of July, 2008 and on or before the 15th of every other month.

With regard to Mayor Langford, if his income changes the matter is revisited as follows:

Should he be elected Mayor on or before November 2008, than Mayor Langford will be responsible to repay a portion of his elevated income of $103,000.00 per year...which equals 12.5 % of his yearly income or $1,070.00 Per Month.

In the Matter of William Speedy Marsh, Judge Armstrong ruled as follows:

Noting that , (unlike Mayor Langford who returned $26,000.00), it is "disturbing that Marsh has paid nothing to date" since the order was issued with regard to the $850,000 settlement.

Re-payment Schedule Ordered as follows:

Marsh received $363,000.00 of which $179,000.00 went to Federal and State Taxes, leaving an amount owed of $184,000.00.

Marsh is Ordered to re-pay 20% of his Salary income, which represents $24,762.00 per year, in monthly payments of $2,063.00.

The payment is due on July 15, 2008 and on or before the 15th of every month thereafter.

In the event a payment is not made on or before the 15th of the month, than a wage execution will occur, with all payments being made directly to the Department of Revenue and Finace in Atlantic City to an individual who will be named by the administration.

Judge Armstrong very strongly advised the parties involved to make all efforts to "reach a realistic settlement in this matter", which is responsible to the tax payers and all parties involved, in a time that would take into consideratiion, the posssibility that Langford would again be elected Mayor, as he is the elected Democratic Nominee at the present time.

While representing the Office of Government Integrity, Ronald Epstein, also spoke of the strong likelihood that Langford would again be elcted Mayor of Atlantic City, and the need to resolve this long outstanding matter in a timely and responsible fashion.

Epstein concluded by saying to Judge Armstrong that, "extraordinary circumstances, require extraordinary solutions".
