ATLANTIC COUNTY SHERIFF’S OFFICE PROMOTES FROM
WITHIN
Sheriff Frank X. Balles is at it again. Today, 5
officers will be promoted as the beginning of the
process to bring order and functional operations to
the Sheriff’s Office in Atlantic County. When
Sheriff Frank Balles took his post, he swore to make
the necessary changes which would be needed in his
efforts to improve the way that the Sheriff’s Office
is managed.
The Atlantic County Sheriff's Office is pleased to
announce the promotion of following Officers to
their new rank:
Captain Joseph Mineer
Captain Mike Aberman
Lieutenant John Ruhlman
Sergeant Joseph Amici
Sergeant Phillip Tucker
The officers were promoted during a scheduled
Atlantic County Freeholders meeting on March 3,
2009, which was being held at the Atlantic County
Criminal Court Complex in Mays Landing.
Captain Joe Mineer began his career
in 1980 as a correction officer in the Atlantic
County Correctional Facility, which at the time was
a division of the Atlantic County Sheriff's Office.
In 1983, he graduated from the Camden City Police
Academy and was assigned general duties in the
Atlantic City and Mays Landing stations of the
Sheriff’s Office. In 1985 he was assigned as a
detective in the Fugitive Squad and served there
until his promotion to Sergeant in 1989. He served
as a Patrol Sergeant and Street Sergeant in the
Fugitive Squad until his promotion to Lieutenant in
1994. As Lieutenant, he commanded various units
including 4-12 Operations, the Fugitive Squad, the
Mays Landing Courthouse, and the Atlantic City
Courthouse. He lives in Mays Landing with his wife
Marianne and his two children Sydney and Joey.
Captain Mike Aberman started his law enforcement
career in 1986 with the Atlantic County Department
of Corrections. He joined the Sheriff’s Office in
1988 and upon graduating from the Atlantic County
Police Academy, was assigned to the Sheriff’s Patrol
Unit. In 1991 he was assigned as a detective in the
Fugitive Squad and served in this capacity until his
promotion to Sergeant in 2001. As Sergeant, he
continued to serve in the Fugitive Squad until his
promotion to Lieutenant in 2007. As a Lieutenant,
he commanded the Fugitive Squad as well as the
Criminal Courthouse and the Transportation Unit. He
lives in Egg Harbor Township with his wife Lisa and
two children Michael and Matthew.
Lieutenant John Ruhlman started his
law enforcement career serving in the Army as a
Military Police officer in 1977. John was hired in
1980 as a Youth Group Worker for Harborfields and in
1984, was hired as a Atlantic County Corrections
Officer. In September of 1985, John was hired by
the Sheriff’s Office and served as Sheriff’s Officer
in both the Mays Landing and Atlantic City Court
Houses. Lt. Ruhlman completed his Bachelor of Arts
in Law and Justice through Glassboro State College
in 1982. John lives in Richland with his wife Donna
and sons John Jr., Jason, and Jarred.
Sergeant Joseph Amici started his
law enforcement career in 1967 as a clerk for the
FBI and was stationed in Philadelphia and Honolulu,
Hawaii. In 1974, Joe was hired by the Conshohocken
Police Department where he obtain several
certifications including Breathalyzer and RADAR
operator. On April 13, 1987, Joe became a Atlantic
County Sheriff's Officer and served on the Honor
Guard and in Prisoner Transport in the beginning of
his Sheriff’s Officer career. In 1982, he was
assigned to road patrol, including the Atlantic City
Rail Terminal. Since 1993, Joe has been assigned to
both the Atlantic City and the Mays Landing Court
houses as a Sheriff’s officer. Joe has also been
recognized with the Combat Action Award and the
Injured in Combat award for his participation during
an incident with a prisoner became armed with a
knife. Joe resides in Hammonton with his wife
Eileen and children Thomas, Melissa and Angela.
Sergeant Phillip Tucker started his
law enforcement career in July 1985 as a Atlantic
County Corrections Officer. In 1987 he transferred
to the Sheriff’s Office and has worked in both Court
Houses. In 1990, he was assigned to the Atlantic
City Rail Terminal and Prisoner Transport. Since
2002, Phil served in the Community Affairs Unit
where he was instrumental bringing the Project
Lifesaver Program to Atlantic County. He has also
served as a National Instructor for the Project
Lifesaver Program. Phil is a firearm’s instructor.
He resides in Hammonton with his wife Angel and his
children LeAnne and Dana.
